The dissertation is devoted questions of development of scientific positions and practical recommendations concerning formation of a control system by competitiveness of agricultural land- tenure. Concrete advantages are formulated as to the competitiveness of land-tenure. The necessity of increase of money estimation of lands and size of production of land-tax is grounded.
