In the work are analyzed the basic theoretical and conceptually methodological reserve of researchers from countries of post soviet and post socialistic space, certainly basic, next to the use of binary comparison, transformation approach. Exploring the dynamics of development of the political systems of Ukraine and Poland, the dominant influencing is confirmed the genesis of political regimes on the flowing process of political transformations in countries. Proved that during the democratic changes key role played peculiarities of political functioning of the institutes, particularly the presidency, political parties andlocal governments.
