Rusanova S. Guarantees of the rights of territorial community: constitutional-legal aspect

Thesis is dedicated to the investigation of guarantees of the rights of territorial community. The author suggests system analysis of the notion and system of guarantees of the rights of municipal education, specifies general and special legal methods, providing rights of the territorial community, defines positions of legal and scientific regulations concerning special guarantees of the rights of territorial communities, formulates personal classification of the guarantees under research. Special attention is paid to the Charter of territorial communities as a guarantee and at the same time as a mechanism for realization of the rights of territorial communities.
