Thesis is dedicated to identifying and complex analyzing of the origins and evolution of the ideological bases of youth policy in Ukraine since the times when it was part of the USSR to the formation of a democratic model during the transformation of modern Ukrainian society. Also the author elucidated the ideological foundations of relations between the state and youth in a totalitarian society and analyzed the effectiveness and impact of youth policies in the Soviet period. Change of place and role of ideology in the period and gaining independence is analyzed. The basic contradictions, problems and prospects of the formation of a democratic model of youth policy, its ideological priorities in the Ukrainian society are outlined.
