Essay

In Part 1 of the course, the fundamental principles of Ukrainian regulation are considered, based on historical perspectives and the legal framework. It also covers the relationships between the regulatory authorities and private businesses that wish to be licensed, and the communication between them, in order to achieve effective regulation and licensing. In Part II we look closely at the administration and running of regulation and licensing in Ukraine, and it's effectiveness in practice. This includes the legal framework and legislation covering licensing and the license itself. In Part 3 the course considers the legal position and responsibility for the licensing of business in Ukraine, that is how the licensee is monitored and supervised; the legal liabilities of an individual business in the event of license violations, and also the law relating to the control and supervision of the licensing authorities. Finally, the ways in which legislation, implementation of regulations and effective communication within regulation might be improved are theorized, as well as practical ways to make the system more effective are discussed, with an overall objective of determining how the legal and practical regulation of economic activity within Ukraine can be improved.
