Essay

Research object: personnel development processes; the purpose of study: further development of the theoretical and methodical basis of engineering enterprise high-skilled personnel development; investigation method and apparatus: methods of generalization, classification, analysis and synthesis, induction and deduction, methods of expert evaluations, hierarchy analysis, pairwise comparisons and fuzzy logic, analogies, graphic; theoretical and practical results: a set of high-skilled personnel development strategies, which differs from the existing by adding following elements: basic assumption, motives and values, realization order of personnel development functions, used resources and possible risks; high-skilled personnel development conceptual model statements, which, unlike the existing, link business strategy with high-skilled personnel development strategy through intentions regarding the key competencies of the enterprise, form approaches to informed strategy’ choice and assess the effects of their implementation; methodical approach to performance evaluation of high-skilled personnel development strategies, which differs by including intangible assets value of the enterprise information infrastructure based on aspects of high-skilled personnel development, namely: structural, professional qualification, managerial, cultural-evaluative, behavioral, functional, informational, communicational, motivational and personal; formation and implementation of the individual leadership and self-development strategy methodical support, which, unlike the existing one, is based on the sequence of steps to initiate and support processes of personnel self-development, as well as on the model of active partnerships; the sequence of high-skilled personnel development strategies selection, which feature is the inclusion of such criteria: enterprise intentions toward core competencies, aspects of high-skilled personnel development, content of socio-psychological contract; the definition of individual competence of high-skilled personnel, which features a combination of professional, personal and social characteristics; the definition of enterprise core competences, which is based on the identified features of core competencies, namely: emergency, propensity to change, special importance to businesses and consumers; the degree of implementation: scientific results are implemented in the practice of “Avtramat”, “Turboatom”, KNUE during delivering such disciplines as "Decision Support Systems" and "Personnel Development"; field of use: activities of the engineering enterprises personnel development, educational process.
