Pilyavska I. Administrativе law principles of co-operation of government service of quarantine of plants with law enforcement authorities

Dissertation work is devoted research of theoretical principles and practical aspects of adjusting of administrative law of co-operation of Government service of quarantine of plants norms with law enforcement authorities. The basic lines of this government service are probed in work, which characterize it as an organ of state administration. The structure of legal status of this public organ is exposed on that ground. In opinion of author, it is system education which consists of certain blocks (normative (aims, tasks and functions) organizational (a location of organ is in the system of other public organs, order of creation, to subordination, activity, management and characters of organ) and functional (jurisdiction of public organ). Maintenance of elements is exposed in work, which enter composition of legal status of this government service. On that ground an author is conduct rich in content research of realization Government service of quarantine of plants of its legal status during co-operating with law enforcement authorities. Normative bases and legal principles of organization and functioning of co-operation of these organs of state administration are exposed. Separate attention is turned on the forms of co-operation of Government service of quarantine of plants with law enforcement authorities as an external display of separate aspect of its activity. The process of organization of co-operation is probed, which on the essence is the variety of administrative activity. The question of evaluation of efficiency of co-operation of Government service of quarantine of plants is reflected with law enforcement authorities.
