The thesis covers theoretical and practical issues of appealing regulatory documents in administrative legal proceedings. It studies the concept, basis and meaning of the procedure of appealing regulatory documents in administrative legal proceedings. The paper discovers historic phases of formation and development of regulatory documents appealing institution in Ukraine. The author analyzes foreign legislation as to the appeal of the aforementioned documents. The paper determines the content, structure and procedural tasks when appealing regulatory documents, specifies the legal status of the parties as well as inquires into the means of securing legitimacy during the proceedings. The thesis drafts proposals as to the improvement of effective laws regulating social relations arising from appealing regulatory documents in administrative legal proceedings.
