In dissertation analyzed historical and philosophical content of concept "Challenge-and-Response" A. Toynbee. On the basis of analysis of philosophical bases of the marked concept detected two content levels of concepts "Challenge-and-Response": empiric, where they appear as historical facts and conceptual, when they are the methodological base of research of historical reality in philosophy of history of the English thinker.
