The dissertation analyses the formation, structures and functions of the institutions of the federal and land legislative power in the FRG, and defines their influence on the local self-government after the unification of Germany. The specificity of the election systems, structures and tasks of the district and municipal councils in the FRG after 1990 is examined. The thesis provides the analysis of the division of power and financial relations between federation and states in the unified Germany.
