This dissertation is one of the first modern national financial and legal science, special complex monographic study of legal regulation and financing of the Ministry of Internal Affairs of Ukraine using the program method of distribution of budget funds. The complex theoretical and methodological analysis of the features of program-based budgeting, a modern state and prospects of financial support of the Ministry of Interior, the principal law enforcement program. In this work the peculiarities of the control and monitoring of budget programs. A number of measures on legal regulation of the legislation regulating the funding of authorities using program-based approach.
