Essay

Mechanisms of public administration instruments through program perfomanse budget method. Develop a conceptual approach to the reform of state budget management tools through program-oriented method, including the determination of its specificity, and the composition, nature, functions and features of tools. Identify promising ways to improve the mechanisms of formation of fiscal policy through new tools for management by objectives. Methods of investigation are: process, system, organizational and quantitative approaches, the method of scientific abstractions, comparative analysis, an analysis of historical data.The conceptual scheme of the process of budget management to management by objectives, based on the model of "resource - the result, as well as a scheme of unified strategic planning and program-oriented management, aimed at achieving long-term goals and priorities of socio-economic development in the context of limited budgetary resources. The approaches to the grouping of budget programs and performance indicators, determined that all budget programs should be the resource and the original components, and their total value is realized through the proposed synthesis tool - the medium-term program-budget target, which is a format for balancing the costs of limited resources to maximize social and economic effects. Results are introduced in the Institute budget and Social and Economic Research of the Ministry of Finance, the State Inspectorate for the control of prices, Mykolaiv subsidiary Research Tpaengl.
