The Object of study - the Public administration in the health care sphere in Ukraine.The purpose of dissertation is theoretical-methodological introduction of structural-functional changes in the Public administration system in the health care sphere in Ukraine through the changes of state-administrative activity after basic its directions and forms, in accordance with the implementation phases of state-administrative decisions. Methods of research - scientific and special: system approach, structural-functional approach, system-situation method, system-informative, comparative, etymologic analysis, logic-semantic method.The scientific novelty is developed and it is grounded complex of introduction of structural- functional changes in the state control system in the field of health care of Ukraine with organization of state- administrative activity at different level, after basic directions and forms of state-administrative activity and in accordance with the implementation phases of state-administrative decisions; the division into the periods of forming of the state control system in the field of health care in Ukraine is improved; scientific approaches in relation to determination of constituents which describe the proper terms and affect the factors of realization of transformation changes in industry of health care in Ukraine; subsequent development was got the approaches to classification of the modern control systems by a health care; scientific comprehension of principles on which positive domestic and foreign experience of state- administrative activity in the health care sphere and introduction in scientific is based appeal of results of researches of domestic and foreign scientists in relation to introduction of structural-functional changes in the Public administration in the health care sphere in Ukraine.
