Essay

The dissertation investigates the theoretical, methodological and practical principles aimed at improving the security of mortgage relations in Ukraine. New scientific results received during the dissertation work have initiated an important scientific task - determining the nature and role of mortgages in the socio-economic life, and substantiating the main factors that contribute to strengthening its security and a positive impact both the economic agent and the economy as a whole. For the first time, the meaning of a mortgage's security is determined as a system of economic relations between the mortgagor, mortgagee and investor, which guarantees the legitimate interests of each of these members, in the case that all members fulfil the contractual conditions and comply with laws. The author discovered that the mortgage's security is made through a system of measures of financial, economic, regulatory, organizational and methodical principles which minimize the risks of mortgages on such key factors as: improving measuring credit ratings of the borrower; legal ensuring of effective and transparent property rights registration system; improving the legal, methodological and institutional base of expert estimation of objects, mortgages of property and property rights; providing legal and institutional support for mortgage-backed securities and the strict observance of the requirements of their coverage; expanding the practice of extrajudicial foreclosure on the mortgage in the event of defaulting borrower to simplify, accelerate and reduce the cost of procedures for mortgages.
