This thesis is devoted to the disclosure of conceptual fundamentals of Ukrainian humanitarian safety policy in conditions of modern social and political transformations. The research touches the influence of social-political transformation process on humanitarian safety of Ukrainian state. The most problem moments of humanitarian safety system implementation are defined, suggesting the ways of stabilization and improvement. On the basis of the analysis and the consideration of the main modern political trends the prospective of development is defined and also the ways of Ukraine's humanitarian safety policy implementation and improvement are suggested.
