Essay

The thesis is devoted to the theoretical problems of program regulation of the social relations in Ukraine. The theoretical and methodological grounds of determining the ontology nature of the legal programs, the coherent normative and doctrinal constructions are communed. The historic aspects of appearing and using the legal programs in a global context and on example of the evolution the Soviet model of program governance and in the frames of the determining the specialties of development the program regulation mechanisms in the independent Ukraine are considered.
