Essay

Dissertation is the first research to analyze the transformation processes of political power systematically. These processes occured against the backdrop of constructing information society in Ukraine in comparison with the European Union. Modern theoretical and methodological approaches to the understanding of the political power transformation on the basis of the processes of information society in Ukraine. The comprehensive comparative analysis of the implementation of information policy, legal right of citizens to access public information, development of civil society in the European Union are studied. The process of state reform and local governments in the Ukraine has been analyzed and the author defenition of the transformation has been proposed despite the informatization and modernization backdrop of the information resources which are used by the Ukrainian political power in terms of their compliance with the state strategy of building an information society. Recommendations for implementing appropriate environment to ensure the transparency of power determined in the development of information and communication technologies in the Ukraine have been given.
