Dzhumurat E. Enforcement of constitutional duties of a person and citizen in the sphere of local self-government

The thesis contains research of theoretical and practical scientific issues of enforcement of constitutional duties of a person and citizen in the sphere of local self-government. Theoretical positions concerning the definition of place and role of constitutional duties of a person and citizen among other elements of constitutional-legal status were examined, certain criteria for interaction of rights and duties for the purpose of fulfillment of public interests were defined, objectives and functions of the constitutional duties of a person and citizen, functions and principles of their expression and fulfillment were analyzed. The powers, methods and forms of local self-government activity aimed at facilitating implementation of constitutional duties in municipal legal affairs were defined and proposals were maid as to their improvement.
