Essay

The dissertation is devoted to research of the issues of constitutional and legal regulation and practice of activity of permanent commissions of the local councils as an institute of municipal law, their place and role in structural-institutional organization of local self government in Ukraine. Peculiarities of essence, legal nature of the concept and importance of institution of permanent commissions in general system of municipal power and administration are dealt with and researched on the basis of a complex theoretical analysis, main ways of improvement of normative base, conceptual grounds of their organization and functioning are defined. The author suggests several authentic concepts: "permanent commissions of representative bodies of local self government", "functions of permanent commissions", "recommendations", "conclusions", "decisions". Their content characteristics, system, systematic-elementary structure is defined. The detailed research of their historical development was made together with legal status of working structures of representative bodies of local self government in foreign countries, methodology of relations of permanent commissions with public power bodies, citizens associations, organizations, enterprises, institutions, several propositions concerning improvement of legal status of permanent commissions of the local councils in Ukraine were made in the framework of municipal reform, recommendations and propositions concerning improvement if of national legislation on correspondent issues were made.
