Degtyar N. Forming of personnel controlling system on air-transport enterprises

A strategy of development of air transport enterprises' staff as human capital was worked out. Methodical approaches to formation of personnel controlling system of air transport enterprise based on a model that displays sequence of formation and improvement of key elements of the system under the influence of internal and external environmental factors, as well as the process of decision making in the system of personnel controlling was developed. An economic-mathematical model of determining cost of making a decision in the personnel controlling system on the basis of the theory of value of delegation was built. Introduction of position of controller on personnel to controlling department was proposed. Professional requirements to specialist in controlling of personnel of air transport enterprises and approaches to determining effectiveness of its activity were improved.
