Essay

On the basis of complex analysis organization of district councils' activity in Ukraine and the European experience of good governance scientifically-methodological approaches for the improvement of district councils in the way of using in its activity principles of good governance are developed in the dissertation. The European experience of good governance is summarized here and the process of using each of the principles of good governance in any country is accompanied by background preparatory work for the study of public opinion, attitudes and expectations of citizens is determined by the author. Only after this process, based on the obtained results developed methods and ways of implementing the principles through national or regional legislature. Given results gave the reason to develop recommendations that were applied and can be used in the process of reforming local government in Ukraine, development and implementation of administrative reform.
