Essay

The subject of investigation is the process of public administration of the sanitary and epidemiological service as an integral part of the public health service at the regional level. The purpose of investigation is the theoretical justification of scientifically methodical approaches to the mechanisms of public administration of development of the sanitary and epidemiological service of Ukraine at the local level taking into account the international and national experience. The methods of research are theoretical analysis, classification of statistics, functionally structural analysis, system analysis, analysis and synthesis, economic mathematic modeling. The practical importance of the obtained results consists in the development of methodical recommendations for improving the organizing and management of the sanitary and epidemiological service of Nikolaev region. The scientific novelty of the obtained results is that first the conceptual model of regional organization of the state sanitary and epidemiological service with its structure and schematic model of management has been suggested. The justification of economic and organizational mechanisms of the sanitary and epidemiological service management in the context of transition economy by means of implementation basics of financial management into the system of the sanitary and epidemiological service of the region; the organizational mechanisms of the sanitary and epidemiological service management of the district; the methodical approaches to the optimization of the network of laboratories on the territory of the district; the institutional mechanism of management of the interdistrict laboratory centers, have been improved. The directions of improving of the regulatory and legal framework regulating the public administration of the sanitary and epidemiological service at the regional level, have been further developed.
