Zahorodniy V. Hygienic substantiation of the ambient air quality management interventions in industrialized cities, based on the human health risk assessment

The object of research: the process of forming risk for the health of population from contamination of atmospheric air by the stationary sources of industrial enterprises in Cherkasy. The aim: the hygienic substantiation of arrangements of risk management for people’s health that is under the influence of industrial contamination of atmospheric air in Cherkasy. The methods of research: ecological-hygienic, analytic, mathematic, cartographic. Theoretical and practical results: stationary sources of emissions of industrial enterprises that contaminate atmospheric air in Cherkasy are evaluated ecological-hygienic; the toxicity of industrial enterprises emissions is appraised; non-carcinogenic and individual and population carcinogenic risks for people’s health are determined; dangerous territorial areas of risks for people’s dwelling are defined; the connection of children sickness rate on bronchial asthma with quantitative indicator of content of potentially dangerous substances in the air is evaluated. It allowed to analyze the inhalation influence of emissions of the stationary sources of industrial enterprises on the health of population of Cherkassy, who live in hazardous areas and to ground sanitary and hygienic, medical and preventive, ecological priorities in planning immediate prophylactic and nature conservation measures that of great practical significance. The novelty is in deep understanding of using probable approach to the evaluation of the influence of environmental pollution on people’s health: formation peculiarities of air pollution by emissions of city industrial enterprises is scientifically grounded; it is expanded the theoretical conception of dose-response relationship of people’s health who live in increasing aerogenic risk zones; it is grounded the addition to the theory of preventive medicine that consists in determination of new approaches to the establishment of detriment to the health of population that is under the negative influence of air pollution; scientific foundations of management of formation hygienic and nature conservation measures aimed at the control of the risk of inhalation effect of chemical substances of atmospheric air are formed. The degree of implementation is in the usage of the results of research in the work of the Cherkasy district sanitary and epidemiological station while realizing state sanitary control, the Cherkasy City Council in preparing complex program “Ecology 2011 - 2015”, the Planning Institute in developing the General plan of Cherkasy City, in part “Perspectives of City Development” and “Natural and ecological grounds of territorial development”. It is included into the academic plan of the Department of Hygiene and Ecology, the Department of Communal Hygiene and Ecology of Human with the section of Hygiene of Children and Juvenile of O.O.Bohomolets State Medical University. The branch of usage: sanitary and epidemiological service and municipal authorieties.
