Koshevaya A. The state mechanisms of management of energy saving

The subject of investigation is the process of the state management of the energy conservation. The purpose of investigation is the scientific justification and development of the directions of improving the state mechanisms of the management of the energy conservation on the basis of the accommodation of interests of the business entities and governmental authorities. The methods of research are analysis and synthesis, comparison, generalization, principle of determination, system approach. The practical importance of the obtained results consists in that the developed suggestions for improving the state mechanisms of the management of the energy conservation allow to create conditions for the transferring of the economy to the energy-conservative development path, to increase the efficiency of realization of the state energy-conservative policy. The scientific novelty of the obtained results is that first the methodical approach to the management of the energy conservation has been developed; the directions of improving the organizational and economic mechanisms of the energy conservation management have been scientifically justified on the basis of the complex approach. The scientific belief for the determination of the essence of the conception "energy conservation" on the basis of the justification of the role of this process in the providing of the national security; the institutional basics of the state management of the energy conservation by means of organization of the regional energy-conservative companies and local energy-conservative offices; the informational mechanism of the management of the energy conservation on the basis of organization of the new institutional structure in the frame of the State Agency of the energy efficiency and energy conservation of Ukraine, have been improved. The signification of the particularities of realization of the state policy of the energy conservation on the basis of accounting the experience of the developed countries of the world and cooperation of the bodies of management of different levels; the determination of the efficiency of implementation of the state mechanisms of the energy conservation management, have been further developed.
