Grishchenko I. Improvement of the state management of the environmental condition in the ecocrisis region

The object of study is a process of state administration of the state of environment in an ecologically crisis region. The purpose of the study is scientific ground and development of directions of state administration improvement mechanisms of the condition of environment in an ecologically crisis region on the basis of his complex estimation and influence on the health of population. Methods of investigation are approach of the systems to the analysis of management processes by quality of environment. The practical significance of the results of the study is that the basic provisions and the findings of an applicant have been introduced into the work of the legislative and executive authorities, state agencies, departments and organizations. Scientific novelty of the results consists in that methodical approaches have been systematized and determination of concept "an ecologically crisis region" is given; the proposed concept makes it possible, in contrast to the existing ones, to determine an ecologically crisis region based on quantitative rather than qualitative, comparative data for other regions of the characteristics of its condition. Methodological approaches improved to the establishment of regional features of forming of public health; principles of functioning of the ecological monitoring that is base on system of legislative and normatively legal acts of Ukraine and international requirements have been improved. Ecological policy priorities as factors of effective management of environmental quality; directions of improvement of state administration mechanisms of the condition of environment on the basis of differentiation of warning contamination mechanisms of and mechanisms of moving away these environmental pollution consequences; statement about unfavorable influence of ecologically crisis regions on quality of life as a result of overload of territory with objects of man-made infrastructure; mechanisms of state administration by quality of environment on the basis of increase of role of the informative providing by development of the social-and-ecological monitoring system got further development.
