An object is a process of forming of economic and organizationally-administrative mechanisms of providing of ecological safety; an aim is deepening of methodological bases development and ground are in relation to the improvement of methodical approaches of development of organizationally-economic mechanism of prognostication and warning of ecological emergencies; methods - approach of the systems, system-structural approach, economy statistical graphic analysis; novelty - scientific approaches are worked out to forming, management and drawing on finances economic and material and technical reserve of preventive measures taking into account stimulation of insurance activity in the field of protecting of population and territories from ecological emergencies; results are methodological directions of determination of economic socio-economic and organizationally-administrative constituents of ecological safety; inculcated in economic practice.
