The Degree is devoted to examples of regional rule-making autonomous build of Ukraine and Russian Federation. We descried the complex process of becoming autonomous entities in Ukraine and RF during the Soviet period. In the degree were analyzed different theoretical and practical attempts and the models of current transformation of the legal status of autonomous regions of Ukraine and the Russian Federation on the basis of the new legislative initiatives, the experience of foreign countries. Special attention was paid to the relation of legal status of Sevastopol in the Autonomous Republic of Crimea. Were investigated normative authorities of regional governments (autonomous) entities of Ukraine and Russian Federation. The place of the regional rule-making in national lawmaking.
