The thesis is devoted to the development of methods and algorithms for solving the problem of distribution of scarce resources. A generalized description of the formal decision-making process of allocation of scarce resources. Further elaborated mathematical structure of "provider-consumer." Developed and studied a model of distribution of scarce resources. Improved efficiency of the criterion of two-tier system "provider-consumer." These theoretical results confirmed the elaboration and implementation of DSS allocation of scarce resources in managing IT projects and resource allocation in manufacturing firms.
