Kolinko Y. The state of emergency as a special state-legal regime: the constitutional and legal aspects.

The dissertation is dedicated to complex research of the state of emergency. The work discusses legal nature and characteristics of emergency. The author arrives at the conclusion that the state of emergency is a type of emergency state and legal regime, which envisaged the introduction of the norms of the Constitution of Ukraine, Laws of Ukraine and international acts, introduced by the President of Ukraine for subsequent approval by the Verkhovna Rada of Ukraine, to prevent or eliminate threats to normal functioning state protection of rights and freedoms, the constitutional order, public interest and the state, restoring law and order, is only temporary and is accompanied by expansion of the powers of government and the temporary restriction of rights and freedoms of citizens. It also contains the analysis of the Ukrainian legislation and international acts in the regulation of relations arising from the introduction of state of emergency. The thesis grounds the necessity to make some changes to the legislation of Ukraine on the state of emergency.
