Tarasenko T. Modernization of public administration of student youth social development in Ukraine in the sphere of higher education

The object of the research is the state language policy in Ukraine. The goal of the research is the scientific substantiation of theoretical and methodological statements and development on this basis the conceptual principles of modernization of the state language policy in Ukraine. Methods of the investigation are the following: systematic, content analysis, historical and cultural, analysis and synthesis, analysis of public policy. The scientific novelty of the results: scientific conceptual framework of modernization of the state language policy in Ukraine on the basis of the project approach is proved; the necessity for modernization of the state language policy in Ukraine, based on the transition from the program-based to the project approach to solving problems in language situations is proved; the conceptual category set in the state language policy, in particular the definition of such concepts as: "the state language policy", "language relations" are improved; the author's definition of "modernization of the state language policy" and areas of institutional and legal framework of the state language policy in independent Ukraine in order to depoliticize the purposes of the state language policy are developed; the integrated approach to define contemporary problems of the state language policy in Ukraine and approaches to adaptation of the positive foreign experience of development and implementation of the national language policy to modernize the state language policy in Ukraine are given the further development.
