In dissertation theoretical generalization and new decision of actual scientific task is resulted in relation to forming of public regulator policy of organs of local self-government in the field of the use and guard of natural resources on the basis of ground of approaches, methods and forms of organization of their activity after this direction. The features of forming of public regulator policy and principles of providing of its firmness are certain in the field of the use and guard of natural resources. Procedure of forming of strategies of realization of public regulator policy and method of authentication of processes of its realization the construction of model of every process is fixed in basis of which is developed.
