The object of research is the process state regulation of obligatory insurance of vehicle owners' civil liability. The purpose of research is further development of theoretical and methodical positions and practical recommendations on improvement methodical provision of the state regulation of obligatory insurance of vehicle owners' civil liability market. The methods of research are method of logical and comparative analysis; historical method; analytical, abstract and logical method; graphical method; economic and statistical method. Theoretical and practical results. Definition of the nature and content for the concept "insurance of vehicle owners' civil liability"; analytical support of determination the insurance compensation amount; methodological approach to determination of compulsory insurance of vehicle owners' civil liability development directions; organizational provision for phased transition from administrative regulation of compulsory insurance of vehicle owners' civil liability to insurance tariffs formation are got further development. Methodological approach to formation of obligatory insurance payments order are improved.
