Goncharov V. Social Services as a legal form of social security.

Dissertation is devoted to the study of theoretical and practical problems of social services to the population of Ukraine. Established that the concept of "social services" and "social services" should be considered in the broad and narrow sense. In the first sense social services are the part of social policy - action aimed at the development of versatile personality, meet social needs of the general public by providing various social services. Social services in the broadest sense - that is, the services designed to meet various social needs of individuals or groups. In the second sense social services are an activity of social services aimed on providing social services to people in difficult circumstances, to overcome or mitigate the difficulties of life, support their social status and life in general. In the narrow sense, social services are a complex of various measures aimed at specific social groups or individuals, who are in difficult situations and need assistance to improve or restore their livelihoods, social adaptation and return to normal life. The functions of social services are relatively independent, but closely related activities to improve or restore livelihoods, social adaptation and return to normal life of social groups or individuals who are in difficult circumstances and require assistance. These functions include: economic, rehabilitation, adaptation and prevention. The principles of social care include: targeting, accessibility, voluntarism, humanism, privacy, complexity, unity demands preventive orientation, self-stimulation solve life's problems, a level playing field for providers of social services.
