Research object: activity of bodies of local self-government. Purpose: theoretical ground of directions of perfection of activity of bodies of local self-government on providing of social rights for the members of territorial community. Methods: unities historical and logical; comparative analysis; economical-statistical; systematizations; inductions and deductions; analysis and synthesis; generalizations. Results: in theory directions of perfection of activity of bodies of local self-government on providing of social rights for the members of territorial community are grounded. Novelty: in theory grounded: interconditionality of such social phenomena, as development of the social state, becoming of institute of local self-government and forming and realization of regional policy; approaches to the construction of the system of the informative providing of necessities of territorial community in the context of co-operation of bodies of local self-government and one of self-organization of population. It is inculcated in activity of central and territorial public authorities. Areas of use: public administration, local self-government, training and retraining of civil servants.
