Essay

The research object is the process of governmental management of the quality of services on the centralized water supply. The research aim is the elaboration of scientific and methodological principles to improve the quality of governmental mechanisms of centralized drinking water supply and practical recommendations to enhance the effectiveness of the governmental management mechanisms of these services to improve the quality of life. The research methods are the systematic approach, methods of analysis and synthesis, abstract and logical method, economics and statistics method, methods of comparative analysis and simulation. The practical significance of the results obtained is that research conclusions and theoretical principles of the dissertation are actually brought to the level of specific suggestions and practical recommendations for use in the practice of governmental management in the area of centralized drinking water supply. Scientific novelty of the results obtained consists in the fact that for the first time the basic points of quality management strategy of centralized drinking water supply are suggested. The aim, the objectives and functions of the authorities of governmental management on the reforming and development of centralized drinking water supply are improved as well as regulatory and legal mechanism of governmental management of the quality of services on the centralized water supply based on the integrated approach to water supply, water provision and water consumption; and the principles of governmental management of price and tariff policy based on the transition to model of fixed maximum tariffs; and organizational and economic mechanism of quality control of centralized drinking water supply on the basis of program-target method. The theoretical basis of providing the services as a characteristic feature of socio-economic development in a postindustrial society, the scientific elaboration of mechanisms of governmental management of the quality of services on the centralized water supply in the conditions of market economy; organizational and methodological approaches to the introduction of the newest water treatment technologies and modernization of centralized drinking water supply; conditions of the implementation of state-private partnership in centralized drinking water supply acquired their further development.
