The object of the research is аctivity of local self-government concerning social protection of population. The aim of the thesis is theoretical views on functions of local self-government in the field of social protection of population are summarized. It allowed to reason methodological grounds of transformation of functions of local self-government authorities in the field of social protection of population. The research applies the retrospective analysis method, comparative analysis, problem-oriented, method, diagnostic, program and target methods, prognostic method. The research resulted in development of a grounds of transformation of functions of local self-government relatively social protection of population and development scientific and methodology approaches for local self-government activity in the field of social service provision; theoretical regulations relatively content and mechanism of transformation of functions of local self-government relatively social protection of population are defined and based, that makes it possible to improve the raise living standard of unguarded category population and ensure designated purpose means of the local budget; scientific approaches for characteristic formulating transformation of functional maintenance of аctivity of local self-government relatively social protection of population; technologies realization effective interaction of local self-government with the enterprises-carriers in regulation of problems of social protection of population in the field of maintenance of preferential passenger transportations on the basis of introduction of new organizational-legal forms of realization of social protection (service, a privilege); the integrated approach to positions for the retrospective analyses of features of national system development of social protection on the basis of research essence, main principles and features of a state policy of social protection in the conditions of command management and in the conditions of introduction of a market mechanism of housekeeping, ordering and generalization of the best foreign experience in the field of social protection of population.
