Getman O. Organizational and economic foundations for the legalization of shadow economy in the sphere of marine resources' exploitation and management

A research object is a process of the legalization of shadow economy in the sphere of marine resources' exploitation and management. A purpose is development of organizational and economic foundations for the legalization of shadow economy in the sphere of marine resources' exploitation and management to improve the functioning of marine economic sector and the conservation of marine natural-resources potential of the country. Research methods are systemic-structural analysis, historical, dialectical, statistical methods and methods of economic analysis. Theoretical and practical results: drawn on the theoretical results of research in the educational process of the Odessa State Environmental University at teaching of disciplines the "Fundamentals of Management", "Operations Management", "Corporate governance" (№06-15/637 from 14.04.2011); practical results are in the under the control of capital projects, the Odessa region Ilyichevsk in developing programs "Environmental target program, the Ilyichevsk for 2006-2010." and "Development of an automated information management system for the ecological state of territories Illichivsk city council" (№31/03-11/2 from 31.03.2011); used by the Ukrainian Center of marine ecology in the development of the theme: "Methods of calculating the reimbursement of damages caused due to violations of state law on the protection and rational use of water resources" (the act of introducing from 05.12.2008); used by the State Environmental Protection Inspectorate of North-Western Black Sea region (the act of implementation from 21.12.2010); were found to be effective for improving fisheries management, Kherson region (№601-03/06 from 22.04.2011) and the Odessa region (№ 909 from 06.06.2011). Scientific novelty: - first developed a methodological scheme legalization of shadow economy in the sphere of marine resources' exploitation and management; - first developed methodological approaches to the identification and calculation of shadow economy in a variety of marine natural resources. A sphere (industry) of the use is marine economic complex.
