By means of constitutional and legal research, the author has studied the overall characteristics of the constitutional and the legal status of the public prosecutor's office of Ukraine as well as the transformation of its function in the context of protection of the human and the civil rights beyond the criminal and the legal fields. The author has also studied the emergence and the functioning of such phenomenon as the personality's municipal rights, their role in the system of human rights and the institute of local government as the field of their implementation, functioning and defense.
