The object of the researches is state influence on the society to forming and development civil society. The aim of the research-development theoretical model of relations between state and society by forming influence on civil society to adaptive collective subject management in the process of democratic governance. The research applied methods-analysis, synthesis, systematization, comparative analysis, correlation, comparison and generalization, testing, content-analysis, SWOT-analysis, faceted classification, semantic differential, modeling. The scientific novelty of the results-developed theoretical model of relations between state and society by forming influence on civil society to adaptive collective subject management in the process of democratic governance. First developed a theoretical model of forming state influence on civil society in the process of building relations between the state and society as a basis for the formation of a new style of public-management, the conceptual basis of the adaptive collective subject management, which differs from the known fact that its structure and functions of the most adapted to the developed society on the basis of forming influence and based on the principles of transparency, inclusive and transparent in the process of building relations between the state and society that allows you to introduce a new style of public -management. Improved approaches to establishing relations between the state and society from the standpoint of form and methods of construction influence to achieve the objectives and realization of state functions in terms of democratic governance, looks at the structure and technology management in public administration from the standpoint of a adaptive collective subject management, the formation of civic responsibility and activity. Further development of theory and methodology of public administration in the context of theories modeling influences the state of society based on principles participation, inclusive citizens in management process as a adaptive collective subject management, conceptual apparatus of public administration by introducing category of "forming state influence on civil society", the new version of the definitions of "civic responsibility" and "adaptive collective subject management", approaches to modernize methods of cooperation between public authorities and civil society based on adaptations of forming influence to improve the efficiency of state-management, the formation of trust in government and the interests of citizens.
