Essay

Dissertation is devoted to the complex research of legal regulation of banking theoretical and applied problems of Ukraine in 1917-1921. The attempt of comprehending the principles of state and law development a as a methodological problem in the transition period is made. Banking legislation, the formation of the rules of law, a model of legal regulation in the banking sector in 1917-1921 are thoroughly studied by the author. The research of the mechanism of forming rules of banking law, legal relations and acts of rights and duties realization as an element of the mechanism of banking regulation is carried out.
