Lukashenko A. The authorities of the bodies of public self-organizations and the status of their leaders: status and trends

The thesis is devoted to study of the authorities of the bodies of public self-organization and the status of their leaders. The constitutional and legal bases of the genesis of the committees' self-organization are studied and the new historical stages of their development are outlined. The concept of the authorities of the bodies of public self-organization and the status of their leaders are defined, their essence is revealed, the types and forms in the system of local self-government of Ukraine are emphasized. The problems of legal regulation of activity of the bodies of public self-organization are studied; standard legal regulation of their authorities and legal regulation of the status of their leaders, international experience and its adaptation in Ukraine are analyzed, the new trends of development at the present stage are highlighted. Concept of the model of the authorities of the bodies of public self-organization, which is based on the theory of natural rights of the inhabitants of the certain territory is substantiated and the suggestions for improving of the current legislation on constitutional and legal regulations and the legal status of their leaders as employees of local self-government are proposed.
