Kvitka A. The economic basis of human potential development and realization

Objective of research: a set of socio-economic relations for human potential reproduction and creation of the environment for high-quality human development. A research objective: to define the essence of the economic conditions that are basic for human potential development and realization, to reveal their peculiarities in terms of market transformation, and to develop practical recommendations for their improvement in the Ukrainian economy. Research methods: systematic approach, analysis and synthesis, induction and deduction, the combination of historical and logical, abstraction, comparison, generalization, methods of economic and statistic analysis, interstate comparisons, institutional analysis. Results and novelty: It is established that the formation and realization of the human potential in the national economy at present is in the terms of related controversies. It is proved that during the innovative development, the demand for a qualitatively new human potential becomes actual. The work discusses improvements for the methodological basis for economic prospects research of human potential development and methodological approaches to calculation of human development index. It also develops the definition of the economic content of human potential further and proves trends of controversial changes in the human potential. The economic conditions for the appearance of the trend of the spread of population layer "without qualities, world outlook and moral principals" are characterized. Application: Development of socio-economic, national and regional programs for human development.
