Wide criminological character of crimes against the order of budget implementation as well as criminals, who commit them, is given; special determinants for criminal behavior, reasons of high-level crimes' latency are revealed in the thesis. On these grounds the suggestions to perform a complex of measures on crime prevention were formulated.
