Essay

The object is the head of state institute. The aim is to exposure and working out in detail the basic directions of head of state institute transformation under act of correlation specific of tradition and modernization in development of the modern political systems. The methods are institutional, analytical, comparative, norm-axiological. The dissertation presents political science analysis of Head of State Institute Transformation in the modern world. It is determined that Head of State Institute is a complex, extensive system of state authorities and services that have special powers and perform specific functions. Nowadays political, legal and socio-cultural character of Head of State Institute is formed under the significant influence of the tradition and modernization dichotomy. It is proved that the constitutional legal status of Head of State usually consists of several parameters: regulatory (rules determining the place and role of Head of State in the political system in general, and the state machinery in particular, as well as specific character of its relationship with other political and public institutions), socio-cultural (traditions, customs and peculiarities of national history, national character, mentality, regional peculiarities of the country development), and procedural (the order of the position substitution, the authorities termination of Head of State and its possibilities of liabilities). Application spheres are the politics and training courses.
