3.The thesis is devoted to the analysis of the situation in the public policy in the sphere of education in accordance to its theoretical and practical aspects; analysis and research of the basic stages and directions of public education policy formation in the period of modern Ukraine . International normative legal acts in the issues of education were studied as well as their influence on public policy formation in the sphere of education in Ukraine. There was established the priority directions of the public policy studies in the sphere of education in Ukraine; determined the methodological bases of the concepts "public policy in the sphere of education", "regional programs purpose on education development". The thesis presents periodization of public policy formation in the sphere of education in the period of Ukrainian state building (1991-2010) as well as the perspective of the public educational policy development in Ukraine.
