Essay

The objects of the research are the processes of state administration of the development of social and cultural sphere of Ukraine. The methods of the research are those of comparative analysis and generalization, statistic and graphic analyses, correlation and regression analyses, context analysis, system approach. Practical importance of the results of the research is determined by the fact that the approaches developed , methods and the results obtained, can be used as an organization and methodic basis of improvement of state administration of the social and cultural spheres in the practice of work of the state administration bodies and local authorities as well as non-state organizations and business structures in the process of partnership interaction with the establishments operating in the sphere of culture. Scientific novelty of the research lies in the fact that for the first time theoretic approach to the improvement of state administration mechanisms in the social and cultural spheres of Ukraine was formulated; methods of organization and development of interaction of cultural establishments with non-state organizations, conceptual methods of state administration of the sphere of culture in Ukraine on the basis of the formulated principles of marketing and logistics management, organization and methodic ways of non-budget finance ensuring on the basis of fund raising were improved; the functions of state regulation of the social and cultural sphere, methodic regulations of determination of the mission and aims of activity of the establishments of culture on the basis of marketing and logistics management of the sphere of culture, regularities of the influence of establishments of culture on social and cultural development of theories were further developed.
