Object - processes formations organizational-economic toolkit of improvement of quality of sotsialno-economic development the seaside a city (region) in the conditions of display depression; the purpose - working out of teoretiko-methodological and methodical approaches to maintenance of steady improvement of quality of sotsialno-economic development of a seaside city (region) on the basis of complex estimations of tendencies, forecasts and programming of development of seaside cities (regions) taking into account innovative and external investment; methods of the-general theory of recognition of images as bases evolution, expert estimations, the economic and social analysis, the theory of conflicts, the general parametrical theory of systems, the matrix analysis, theories managements of difficult systems; novelty is developed-for the first time a theoretical basis of "qualitative" ideology of social and economic development of a city as paradigms of strengthening of structure of development of territory which is based on transition from a dominant of quantity indicators of economic growth to a qualitative dominant of development; theoretical and practical results - the developed in the dissertation methodical approaches, conclusions and recommendations are a methodical basis of practical realisation at formation of programs and projects of social and economic development of seaside cities and regions.
