The thesis is devoted to the general theoretical analysis of the official interpretation of legal norms as an instrument for determining and transformation of their meaning. Onto- and gnosiological foundations of the interpretation of legal norms, modem approaches to the official statutory interpretation are determined, and generalities of approaches and methods of interpretation using for determining and transformation of the legal norms meaning are disclosed. The functions of dynamic interpretation, hermeneutical beside logical and semantic generalities of its application are analyzed. The application particularities of the dynamic interpretation in the national and international judicial bodies practice are disclosed.
