Essay

The object of this study is the process of pricing the use of the railway administrations of freight cars owned by business entities in various countries. The aim of the dissertation work is a scientific justification for teaching the basics and develop practical recommendations on the pricing for the use of freight cars of railroads and other entities of the CIS and Baltic countries. Methods: The dialectical method of knowledge, analysis and synthesis of results, a systematic approach, the fundamental situation of economic theory, and others. Scientific novelty of the results is proposed classification of factors influencing the establishment of fees for the use of rail freight wagons foreign governments and private owners of cars that includes the economic, technical, technological, regulatory, institutional and political factors, which makes it possible to fully take into account the interests of all participants of freight traffic and to determine a reasonable level of fees. Improved definition of the sharing of freight wagons by railway authorities, which, unlike the existing one, is to optimize revenue and expenditure of railway administrations relating to the use of cars of foreign railroads and private owners, which is achieved by creating an equal organizational and economic conditions of such wagons . Improved methodological framework to establish fees for the use of freight cars of foreign railway administrations and private owners who, unlike the existing ones, based on the use of peer-competitive approach that contributes to the creation of organizational and economic basis of the effective use of a single car park. Was further developed pricing principles for the use of freight cars a single park, partner-competitive approach to pricing for the use of cars on the basis of situationally-hour traffic conditions and options market technical state of freight cars, a way of assessing the effectiveness of establishing fees for use of freight wagons, based on the estimation рrofitability use of car park inventory of railways of Ukraine and the Ukrainian owners of private cars outside of Ukraine and the profitability of the railway carriages railway administrations of Ukraine and private owners of the CNG and Baltic States.
