In dissertation the process of legal innovation in legal state is researched, its components peculiarity and essence. The problems are complexly solved of definition of specificity of legal innovation content and logics, adequate conception of legal state and also legal grounds are detected defining direction and succession of legal innovation improvement within legal state legal reform construction. The system and essence are considered of legal state principles. The notion of legal innovation in the context of legal state conception is defined. The characteristics are revealed of the law system as goal and a result of legal innovation in legal state. The means are defined of increase of legal innovation effectiveness in legal state.
